SERVICE IN THE NORTH CAROLINA SENATE

It was Colonel (R) Rabin’s honor to be elected to serve as one of 50 Senators in the North Carolina General Assembly representing the people of NC Senatorial District 12, then (2012-2016) consisting of Harnett, Lee, and a portion of Johnston Counties. After serving three terms (6 years) and being honor-bound by his campaign promise to support term limits, Senator Rabin retired in 2018.

Senator (R) Rabin’s legislative career is a matter of record and reflects his adherence to the pledge he made on the campaign trail to execute the responsibilities of the office based on the will of the people who elected him, while protecting the Constitutional rights of all citizens in District 12. This required “staying in touch” with the constituency of the District not them lobbyists of Raleigh. So, Senator Rabin held dozens town hall meetings, participated in all District debates, parades and festival events, and made sure his office door and phone lines were always open (for example, the phone line on his business card was his personal cell phone).

It is relevant that Senator Rabin did work on legislation that would benefit military service personnel. Samples include:

In each of his three terms in the NC Senate, Senator Rabin was able to usher a bill through the Senate (with a virtually unanimous vote) that would give tax relief to veteran’s retirement income, however the NC House rejected the bill each time.

To benefit military retirees and keep their skills in NC, Senator Rabin did get a Bill ratified to enhance the effectiveness of the occupational licensing of military service members and veterans and to direct the Board of Governors of the University of North Carolina and the State Board of Community Colleges to submit a plan that will ensure that college credits are uniformly granted to students with military training. The Bill also provided for making licensing of professionally trained and certified military dependents a simpler process.

For his service to the people of North Carolina, the Honorable Ronald Rabin was awarded:
The Order of the Long Leaf Pine by the Governor of North Carolina;
The Civilian Meritorious Service Medal by the North Carolina National Guard;
Induction into The Harnett County North Carolina Wall of Honors;
The 2018 Ronald Wilson Reagan Legacy Award from the Johnston County GOP;
The Johnston County Council of Veterans Service Award, 2018;

SERVICE IN THE CIVILIAN AEROSPACE AND DEFENSE
SECTOR.

During this period of about 25 years, Colonel (R) Rabin was focused on the marketing and sales of defense systems and working with military and defense contractor groups and associations. This included the development of such high visibility technologies as: The Joint Surveillance Target Attack Radar System (Joint STARS); situation awareness, and hyper-velocity missiles. As a contractor supporting NASA – Stennis, Rabin was responsible for the conduct of analyses to determine how best to transition multi spectral imagery technologies developed with federal dollars in the commercial market. Many of today’s geospatial imagery systems used for city planning, zoning and taxation activities at the state and local levels are the result of those analyses.

AWARDS FOR CIVILIAN SERVICE
